The Plastic Surgeon was the number one black market surgeon and now works with SPHINX. Hunter Gathers called upon him to surgically change him into a woman in order to successfully escape the OSI. Based on his accent, English is not his first language and he struggles a bit while speaking. Brock almost killed him after seeing what he had done to his mentor.
